Elena Bellizzi

Born in Rome on 5 March 1965, she graduated in Law from “La Sapienza” University of Rome in 1989.

Hired by ISVAP in 1990, she was assigned to the Supervisory Department, where she dealt with prudential supervision, both on- and off-site, in particular over life assurance companies, with increasing tasks and responsibilities.

In 2005 she became head of the Authorisation and Market Section within the Supervisory Department; she was responsible for licensing of insurance companies, mergers and portfolio transfers and controls on the activity pursued by foreign companies in Italy; she also supervised over disclosure in life and non-life insurance policies.

From 2006 to 2011 she was the head of the Legal Advice Section, charged with coordinating the regulatory activity of ISVAP which resulted in the issuing of the regulations implementing the Insurance Code. She was responsible for the institutional and parliamentary relations for the adoption of legislative measures on motor liability insurance, liberalizations in the insurance sector, reinsurance.

From 2012 to September 2019 she was the head of the Consumer Protection Directorate; guided the establishment of the Consumer Contact Centre and launched the policy of periodical meetings between IVASS and Consumer Associations.

She led the investigation into “dormant” life assurance policies which has made it possible to “wake up” more than 200.000 policies lying dormant at insurance companies. with payments due to the beneficiaries amounting to 4.5 billion euro.

She put in place systems to analyse policyholders’ complaints against insurance companies in order to detect and solve the root causes of complaints. She defined new supervisory processes for foreign companies for the protection of Italian policyholders.

Head of the Market Conduct Supervision Directorate since September 2019, with the task of supervising over the fairness of conduct toward policyholders by insurance undertakings and intermediaries.

From 2017 to 2019 she was a member of the Committee for the coordination and planning of initiatives on financial, insurance and pension education. She has launched the project for the development of an insurance literacy test to assess the level of insurance awareness of Italians; she carried out the works for the establishment of the "National Day for Insurance Education”.

She dealt with issues such as governance, internal controls, remuneration policies and Supervisory Review Process both at national and international level (IAIS and EIOPA). She worked with EIOPA for the definition of the qualitative requirements (Pillar II) of the European Solvency II regime of prudential supervision.

Author of publications and rapporteur in conferences and seminars about insurance.
