Sabrina Scarcello

Born in Cosenza on 12 February 1973, she obtained the classical high school diploma in 1991 and graduated in Law at the University of Perugia in 1996.

She attended various post graduate training courses in law.

In 2000 she qualified for the practice of the profession of lawyer.

In the same year, she won the competition for the executive career at ISVAP and was assigned to the Legal Department, where she dealt with the drafting of legal opinions, with preliminary investigations of disciplinary proceedings against insurance intermediaries and with disputes.

In 2002 she won the competition for the Legal Office at INPS, where she worked as lawyer from 2003 till end 2004, when she resumed working for the Legal Office at ISVAP, providing legal assistance and dealing with disputes, and was entered in the Register of Lawyers of the Institute (which in the meantime had become IVASS).

She took part in numerous working groups for the drafting of secondary regulations implementing the Code of Private Insurance and in study groups on institutional issues, regarding in particular the regulation of “hybrid” products, the establishment of the Anti-Fraud Integrated Database (AIA), the amendments to secondary regulations on life products, the review of the rules on the sanctioning system introduced by the Insurance Code, technological innovation in the insurance market. She was alternate member of IVASS’ Disciplinary Commission from 2009 to 2012 and member (including as chair) of testing committees and commissions for award procedures for the acquisition of goods and services.

On behalf of IVASS she took part, as rapporteur, in various conferences and legal seminars, including in universities, and she is the author of publications. Over the years she has consolidated her experience in dealing with disputes and in the drafting of legal opinions in all the institutional matters, including those relating to internal administration and human resource management.

Since 2014 she is authorised to practise before the higher Courts and is enrolled in the Register of Court of Cassation lawyers at the Bar association of Rome.

In 2018 she passed the selection for the post of Senior Lawyer.

Since November 2019 she has been Deputy General Counsel at the Legal Services Office at IVASS.
