Born in Matera on 14 December 1962, married with two daughters.

He graduated with honours in Law from the University of Bari in 1988; he is qualified to practice law and to teach in secondary schools.

He joined the Bank of Italy in March 1992; after a working experience at the Trento branch, where he carried out on-site and off-site supervision, in 1996 he was assigned to the Supervision Inspectorate.

He was responsible for the inspections at the major national banking and financial intermediaries, as well as at high-concern intermediaries. After the establishment of the SSM he was essentially responsible for conducting inspections on behalf of the ECB; in this capacity, in 2016 he was at the head of an international team charged with carrying out a group-wide investigation on the portfolio of illiquid and complex financial instruments (L2/L3) of one of the major European banks.

He worked as an expert for the Judicial Authority in relation to tax offences committed in connection with the use of derivatives and money laundering. He was member of Selection Boards for the recruitment of graduates by the Bank of Italy as well as advisor in internal committees for the promotion to managerial positions.

He contributed to the drafting of the Supervisory Handbook, coordinating the team charged with defining the analysis processes for procedures/products relating to corporate and investment banking. From 2015 to 2017 he chaired the Market Methodology Drafting Team set up within the SSM; in this capacity, he coordinated the update of the Supervisory Manual for the part relating to on-site inspections targeted on market risks, with specific reference to the analysis process for the fair value measurement of financial instruments. He managed internal and external training initiatives, speaking at seminars and conferences for the institutional and academic world.

In 2019 he was responsible for establishing and implementing a project by the ECB aimed to provide advice to the Maltese Supervisory Authority (MFSA), for the purpose of contributing to strengthen on-site supervision in that country.

Since January 2020, in his capacity as manager supporting IVASS Inspectorate Directorate, he assisted the management in identifying the possible areas for improvement and the consequent remedial actions, as regards the planning of inspections, training and development of resources, streamlining of processes and tools.

On 31 August 2020 he was appointed Head of the Inspectorate Directorate.
