Roberto Falso

Born in Formia (Latina) on 13 July 1962.

He graduated in Law, with top marks, at “La Sapienza” University of Rome, where he collaborated at the Department of civil law. In 1987 he attended a postgraduate course on legislation for the protection of consumers’ rights. In 1988 he was awarded an ISVAP scholarship for a course at LUISS University in law, economics and accounting of insurance undertakings, and received the diploma.

He passed the tests required for entry into the Register of Certified Lawyers, organized at the Court of Appeal of Rome pursuant to Ministerial Decree of 18 January 1989.

In 1990 he won the competition for the executive career at ISVAP and was assigned to the Department responsible for supervision over undertakings, where he carried out the main activities relating to the supervisory functions lying within the competence of the Institute. He coordinated on-site and off-site supervisory activities relating to various insurance groups.

He was member of working groups charged with drafting regulations implementing Community law, such as legislative decree no. 173 of 26 May 1997 on the implementation of directive 91/674/EC on the annual accounts and consolidated accounts of insurance undertakings and legislative decree no. 307 of 3 November 2003 implementing Directives 2002/12/EC and 2002/13/EC on solvency requirements of life and non-life undertakings.

In 2008-2010 he was coordinator of different groups charged with drafting the regulatory framework on the main aspects relating to the management of insurance undertakings.

In 2011-2012 he coordinated a Section of IVASS Supervision Department. He was member of the working group on Globally Systemically Important Insurers identified by the Financial Stability Board and of a joint group with other Authorities charged with studying intersectoral issues on governance. In 2014 he was responsible for the team charged with the supervision of the internal model of an insurance group according to Directive 2009/138/EC.

Since 2015 he has been in charge of the Insurance Groups Division II of the Prudential Supervision Department and, in 2017, he passed the recruitment procedure for the post of Director.

He was rapporteur for insurance law and economics and is author of several publications on supervision.
