Paolo Angelini

Born in Siena in 1958, he is married with one son.

Senior Deputy Governor of Banca d’Italia and President of the Italian Insurance Supervisory Authority (IVASS) from 1 April 2026.

In this role, he also serves as the Governor’s alternate in several European and international forums, including the Financial Stability Board, the ECB General Council, the governance bodies of the Bank for International Settlements, the G7 and the G20. As President of IVASS, he is a member of the European Systemic Risk Board and, at the national level, of the Committee for Macroprudential Policies.

He has been a member of the Basel Committee on Banking Supervision since October 2021 and has chaired the Financial Stability Board’s Vulnerabilities Assessment Group since January 2024. He has represented Banca d’Italia in the Network for Greening the Financial System since January 2022.

He graduated cum laude in Economics from the University of Siena in 1986. In 1987, he was a Fulbright scholar at University of Kansas. In 1988, he attended Brown University on a Bonaldo Stringher scholarship from Banca d'Italia and another scholarship from the Einaudi Institute. There, he worked as a teaching assistant and was awarded an M.A. in Economics in 1989 and a Ph.D. in Economics in 1994.

From 1990 to 2011, Mr Angelini was assigned to the monetary and financial sector of the Economic Research Department of Banca d'Italia where, from 1998 to 2003, he headed the Department's Monetary Analysis unit. From 2011 to 2013, he helped set up and run the Financial Stability Unit, which in 2014 became the Financial Stability Directorate. He was a member of the Advisory Scientific Committee of the European Systemic Risk Board (from 2012 to 2019) and of the European Central Bank's Financial Stability Committee (from 2015 to 2019).

He served as Deputy Head of the Directorate General for Financial Supervision and Regulation from January 2014 to June 2019, and as Head of the Directorate General from July 2019 to April 2021, when he joined Banca d’Italia’s Governing Board as Deputy Governor.

Mr Angelini's scientific papers on monetary policy issues, money markets, credit rationing and business development, banks and interbank payment systems have been published in numerous Italian and international journals, including Giornale degli Economisti, Economic Notes, American Economic Review, Journal of Monetary Economics, and Journal of Money, Credit and Banking.
