Maria Luisa Cavina

Born in Rome on 18 March 1959, she graduated with honours in Law from “La Sapienza” University of Rome in November 1982.

From January to July 1984, she was awarded a scholarship at ISVAP, based on qualifications and tests, and attended the preparatory courses for the hiring of executive staff. In February 1985, after winning the public competition, she was hired by ISVAP and assigned to the department for off-site and on-site supervision of non-life insurance undertakings. She dealt with the main issues relating to off-site supervision (authorizations, extraordinary corporate transactions), took part in numerous on site checks, also in a capacity as head of the inspection team, and in various working groups. In 1992 she passed the qualifying examination for the post of manager.

In 1997 she won the public competition announced by the Institute and was appointed manager, thus becoming Head of Section II of the Non-life Supervisory Department, charged with on-site and off-site supervision.

From 2003 to 2005 she was Head of the Authorisation and Market Section within the Supervisory Department.

From 2005 to 2011 she was Head of the Consumer Protection Directorate. In this capacity she dealt with the intense regulatory activity on motor liability insurance for the implementation for the Code of Private Insurance and the “Bersani” decrees; collaborated on the launch of the direct compensation system as IVASS representative; followed important institutional projects (implementation of the quotation service for compulsory motor liability insurance through the portal Tuopreventivatore), including experimental projects (“black box”).

From January 2012 she was Head of the Intermediaries Supervision Directorate, a post that she held until 15 September 2019, with the task of supervising over the mediation sector and managing the Register of intermediaries. She was responsible for the digitization of the Register and innovation in the management processes; contributed to the development of a preventive supervision over the intermediaries’ market conduct; oversaw a structured action plan to combat fake mediation on line, implementing new supervisory processes and laying the basis for the creation of a system network. She chaired the selection board for the qualifying examination for registration in the Single Register of Intermediaries in the 2012, 2013, 2014 and 2015 sessions.

Following the organisational reform undertaken by IVASS, since 16 September 2019 she has been Head of the Consumer Protection Directorate, charged with the management of complaints, insurance education and the new Arbitrator for insurance disputes. Since January 2020 she has been a member of the Committee for the coordination and planning of initiatives on financial, insurance and pension education.

Among the positions held, in the years 2003/2004 she was member of the technical table for the study on insurability of agricultural risks and for the establishment of the Reinsurance Fund for agriculture; From 2008 to 2014 she was member of the Management Committee of the guarantee fund for hunting victims set up at CONSAP S.p.A.. In 2019 she chaired the Selection Board in the competition for the recruitment of 15 graduates in law to be assigned to the technical Secretariat of the Insurance Arbitrator.

She has represented IVASS, as rapporteur, in various conferences, workshops and seminars in Italy and abroad, has taken part in TV and radio programmes on insurance issues for information and educational purposes and is the author of publications about insurance.
