Carmelinda Morano

Born on 23 October 1977, on 17 October 2001 she graduated in Law with honours from “La Sapienza” University of Rome and, in 2004, she qualified for the practice of the profession of lawyer.

In 2007 she was appointed subject expert in Private Law and Comparative Private Law at the Faculty of Economics at “Tor Vergata” University of Rome and afterwards, in the academic year 2007/2008, she attended a post graduate training course in “Markets and financial instruments: economic and legal aspects and application profiles” organised by the Faculty of Law at the same University, passing the final examination with honours. In 2011 she obtained a Ph.D. in “The civil law of complexity: pluralisation of sources and new systemic needs” at the “Mediterranea” University in Reggio Calabria.

She was hired by ISVAP in 2006, where she developed her professional career at the Human Resources Division, later Resource Management Directorate of IVASS.

In 2015 she was hired as “Consigliere” at the Constitutional Court, where she was assigned to the Registry Service, and she was also appointed member of working groups.

She resumed working at IVASS in 2017, providing support directly to the Head of the Resource Management Directorate and with a coordination role inside the Human Resources Management Division.

In her professional career in the field of HR she has dealt, in particular, with evaluation systems, progress in career, competitions, procedures for the conferment of managerial positions, training and development of resources, use of personnel, participation in roundtable discussions with trade unions, drafting of regulations on employment relationship, also as member of working groups inside IVASS on management issues and of a joint working group with the Bank of Italy for the drafting of the new Regulation concerning the legal, economic and pension treatment for staff after the establishment of IVASS.

She has been appointed member of the Commission charged with supervising over the competition for the recruitment of 15 Experts in law, as per the notice published in the Italian Official Journal – 4th Special Series on “Competitions and Examinations” No. 8 of 29 January 2019.

As from 1 January 2020 she is the Head of the Human Resources Management Division.
