Vincenzo Toscano

Born Naples on 11 June 1966, he graduated with honours in Law from the “Federico II” University of Naples.

He joined the Bank of Italy in 1993 and was assigned to the Human Resources Management Directorate (PGR). After working for about five years on appraisals and progress in career, he gradually extended his involvement in the HR Department, dealing with the various areas of resource management (mobility, recruitment, training, industrial relations, etc.) in increasingly responsible roles.

In 2007, he was appointed Deputy Head of the Resource Utilisation Division and, from 2011 to 2012, temporary Head of the Management Systems Development Division, dealing with workforce planning, recruitment and advancement flows and promoting the innovation of management systems.

From 2012 he worked at the Resource Utilisation Division, where he became head in 2014, dealing with staff mobility to cover the professional and managerial needs of the Central Administration and Branches. In 2016, following the reform of the Management Area, he oversaw the new management systems introduced in the Bank with the reform (vacancy and job posting).

From 2018 to 2021, he was Head of the Regulation and Relations Division, working in support of the delegated representative for the conduct of trade union negotiations.

Since 1 October 2021, he has been seconded to IVASS and, since 24 November 2021, he has been Head of IVASS' Resource Management Directorate.
