Francesca Buzzichelli

Born in Rome on 29 April 1971, she graduated with honours in Statistics and Actuarial Sciences from “La Sapienza” University of Rome (1994) and in the same year she became a qualified actuary. She obtained a Ph.D. in Economics and Corporate Governance at the University of Siena (2013), where she was granted the title of subject expert in corporate auditing and business economics.

After a previous work experience, she was hired by ISVAP in February 2000 and assigned to the Non-Life Actuarial Section, where she dealt with technical valuations on provisions for the main non-life undertakings. In 2003, she was assigned to the Inspection Department, dealing with on-site supervision of Italian undertakings, with special regard to actuarial technical issues, risk management and corporate governance. In 2009 she was assigned to the International Division and followed the implementation of the Solvency II process, with regard to the Pillar I quantitative requirements, and was member of various working groups set up by the CEIOPS (now EIOPA) at the European level. The experience of the Ph.D has favoured research and in-depth study of the governance systems of listed undertakings, enterprise risk management and reporting, with special regard to international accounting standards.

Since 2014, within Prudential Supervision Directorate, she has conducted the analyses relating to the risk management and governance systems of insurance undertakings, focusing in particular on the ORSA processes and on the Pillar II requirements of the Solvency II directive, for the main Italian insurance groups. She is responsible for the team supervising over the pre-application process for the internal model of an insurance group, in accordance with Directive 2009/138/EC.
She has taken part, as rapporteur, in various conferences and seminars, both at the international and academic level.

From 2015 to 2020, she held the chairs of Corporate Governance and Internal Audit and Business Administration at the Libera Università Maria Santissima Assunta (LUMSA) in Rome.

From March 6, 2017, to June 30, 2020, she served as Deputy Head of the Insurance Groups III Division, and from July 1, 2020, to August 31, 2022, as Deputy Head of the Insurance Groups I Division.

From September 2022, to March 2025, she served as Head of the Distribution Supervision II and Foreign Operators Division within the Market Conduct Supervision Directorate.

From March 2025 to March 2026, assigned to the staff of the Research and Data Management Directorate, she was responsible for Institute’s surveys and statistical analyses, such as the survey on the prices of catastrophe insurance policies in compliance with regulatory requirements in support of the Garante dei Prezzi of Ministero dell’Industria e del Made in Italy, coordinating the study and implementation of applications to support internal supervision activities, in collaboration with the Bank of Italy, and working with ANIA on the creation of an anti-fraud database for non-auto property and casualty lines.

On April 1, 2026, she assumed the role of Head of the Collection and Management of Information Division within the Research and Data Management Directorate.
