Massimo Francescangeli

Born in Terni on 23 May 1962, he graduated in Law from “La Sapienza” University of Rome in 1986. In 1990 he qualified for the practice of the profession of lawyer at the Court of Appeal of Perugia.

Hired by ISVAP in 1989 he was assigned to the Complaint Section, where he played a more and more active role in research and analyses on complex insurance topics linked to the management of complaints, consumer protection and sanctionable violations. In particular, he gained an in-depth knowledge of the issues regarding compulsory motor liability insurance, following the regulatory activities lying within the competence of the Institute for the implementation of the Code of Private Insurance, taking an active part in all the preparatory work for the new rules introduced, over the years, on motor liability insurance (such as: direct compensation system; implementation of the free quotation service “Tuopreventivatore”).
Starting from the early ’90, he has concentrated on the study and investigation of issues relating to biological damage and personal injury in motor liability insurance, and has taken part, as the Institute’s representative, to the two interministerial Commissions, set up at the Ministry of Health, charged with preparing the legal tables for the assessment and quantification of the biological damage. He was a member of the technical table set up at ANAC (the National Anti-Corruption Authority) for the drafting of guidelines/standard calls for tender on insurance contracts for the Public Administration.

From 2013 he was coordinator of the Complaints Handling Division at the Consumer Protection Directorate. In 2015 he became Head of the Division, dealing with the management of complaints, the examination of the undertakings’ quarterly reporting on the management of complaints, the investigation into sanctionable cases and the identification of proposals for action in respect of single operators and/or the market aimed to ensure transparency and fairness towards consumers.

In 2017 he was assigned to the Supervisory Regulations and Policies Directorate, where he dealt in particular with the new system for the out-of-court settlement of insurance disputes (Insurance Ombudsman).

Since 1 January 2020 he has resumed his role as head of the Complaints Handling Division at the Consumer Protection Directorate.
