Serena Marzucchi

Born in Siena on 22 February 1979.

She graduated with honours in Law (2001) and in Administrative Sciences (2004) from the University of Siena. In 2004, she passed the competition to become a member of the Rome Bar. In 2007 she specialised in "Markets and Financial Instruments" at the University of Tor Vergata. In 2012 she obtained a PhD in "Consumer Protection" from the University of Roma Tre.

At ISVAP since 2006, until 2012 she worked in the Legal Services Office, dealing mainly with regulatory activities related to the implementation of the Insurance Code and with the development of regulatory policies, also through the participation in national and international working groups.

From 2012, following the reorganisation of IVASS, she continued the regulatory activity within the Supervisory Regulations and Policies Directorate, participating as national expert in EIOPA working groups for the definition of public policies on insurance and consumer protection. She worked on the transposition of the Solvency II Directive into the Insurance Code and was part of the Italian delegation for the revision of the IDD Directive during the Italian Presidency of the Council of the European Union. She participated in the work for the implementation of the MiFID2 directive and the PRIIPs Regulation in the Consolidated Law on Finance coordinated by the Ministry of Economy.

She led the working groups which - in coordination with Consob - drafted the regulations implementing the IDD directive as regards disclosure, product oversight and governance and distribution of IBIPs.

She has represented IVASS in national and international fora, including the "Joint Committee on Financial Conglomerates", the "Joint Committee Consumer Protection and Financial Innovation" for the review of pre-contractual information on financial products, the "European Forum for Innovation Facilitators" (EFIF), the Fintech Coordination Committee at the MEF.

From 2020 to 2021 she was seconded to the State Property Office assuming the role of Head of the Technical Secretariat of the Director.

Since 14 February 2022 she has been in charge of the "Insurance Education" Sector.

She is author of publications and speaker at conferences and seminars on insurance matters.
