I must hire a chartered professional (lawyer, engineer, architect or other). Is there any insurance obligation for these professionals?

Yes, professionals are required to insure themselves against the risks arising from the pursuit of a professional activity.
When accepting the appointment they must inform you of the details of the policy underwritten and of the relevant amount of cover.
