Research and Data Management Directorate

It is responsible for the supervision of anti-fraud activities, develops criteria and arrangements for evaluating insurance undertakings in connection with such activities and links up with the other organisational units on aspects falling within its province.
Within this sphere: it coordinates and develops IVASS' anti-fraud activities; it carries out the activities related to combating frauds against insurance undertakings by collaborating with the bodies competent for such topics, including public Authorities; it analyses the data from the data banks falling within its province (BDS, AIA, etc.), and prepares the periodical reports; it monitors compliance with the laws on the feeding and consultation of the data banks regarding motor liability insurance; in particular it checks that they are regularly accessed by undertakings’ staff and other authorised subjects; it prepares IVASS' Annual anti-fraud report; it manages the users' authorisations to access the anti-fraud databases; it makes preliminary investigations on the insurance anti-fraud complaints received by IVASS; it is responsible for the inquiry, commencement of the proceedings and preliminary investigations of cases which can result in the application of pecuniary administrative sanctions against undertakings.

The Division performs research and analyses on insurance topics from an economic, statistical and financial perspective and does surveys and research of both internal and external relevance.
Within this sphere: it carries out analyses on the insurance sector and the financial markets, other than those for macro prudential purposes; it is responsible for monitoring the performance of the direct compensation procedure (CARD), deals with all the issues relating to it – also general ones – and provides the analytical and operational elements in order to achieve the objectives identified by the regulations in force; it coordinates the drafting of IVASS' Annual report and supervises over its publication; it maintains relations with universities and research centres by promoting collaboration on issues of interest for the Institute; it draws up IVASS' statistical publications and provides statistics for national, supranational and foreign entities; in the field of insurance statistics it maintains relations with national, supranational and foreign entities and participates in international cooperation initiatives.

The Division supervises over the databases which are relevant for the insurance supervision activity.
Within this sphere: it defines the criteria for the acquisition of data from insurance undertakings and intermediaries; it collects and processes data and distributes information within and outside IVASS; it ensures the quality control of data and information in the statistical production chain; it defines and updates, in collaboration with the competent functions, the dictionary of the data used for the performance of its official tasks; it identifies, in collaboration with the IT and Systems Division of the Management of Resources Directorate, the needs for development and maintenance of the IT applications supporting the statistical production; it meets the requests for data coming from outside; it manages the users' authorisations to access the databases, except for the anti-fraud databases; it deals with the issues related to the protection of personal data from the institutional perspective; it collaborates with the Management of Resources Directorate for the updating of staff in the field of computer applications.

The Sector oversees the ongoing management of the "New Estimator" application and, in this area, monitors the correctness of the estimating process, is responsible for information flows and for the preparation of reporting, oversees the proper functioning of the operating systems, is in charge of the legal and administrative aspects and of user relations.
